Keyword here is "unexpectedly," so I'm going to say that car dealerships and car shows don't count. Parking lots and driveways are fair game though.
My top 2 (sadly these all occurred before cameraphones were widespread, so no pics, sorry!)
1) Just out walking in a quiet, not particularly wealthy suburb. Mostly just Lexus RXes, Priuses, Camries, etc, in this town. I walk by a REALLY quiet stretch of a not-busy road, where there's just a church on the corner and a few houses. This is on a cloudy weekday at like 2pm. I hear a low rumble...burble-burble-BURBLE-BRAAAAAAAP. It's a Ferrari F40 pulling up to the stopsign and racing away. Left me speechless. Still to this day have I never seen another one.
2) Saw a Vector W8 in just your typical shopping plaza once. It was the real deal; the weird CRT screen, the strangely-offset driving position. I remember it being very wide, as well as not having an immediately obvious way to see behind you. When you stand right behind the car, the way the rear decklid slopes up is almost directly at the same level as the driver's rear-view-mirror line-of-sight. Crazy car in every sense of the word!

So basically the rarest car I have seen in the wild? Same as you F40. Tried to compliment the owner when it pulled up but I didn't have words.

well, in thunder bay, waying along the street, i saw (at an acura dealer) a RED delorean. Its unexpected because A: I didnt see any online add for it
A: its was in thunder bay
C: it was RED.
I did see a Saab 9-4x at a gas station once

polaris slingshot out shopping, and a suzuki sambar jdm mini truck and kei van sitting in a parking lot next to each other (rare for America) and an audi R8 on the freeway.

I was at my grandmother's house, and we pulled onto her street coming back from lunch and saw the 110. I about crapped my pants. The 110 was fresh off the boat from Spain. Guy who owns them is super cool too.
While none of these are rare around the rest of the world, they are pretty rare in the US. I used to live in Jacksonville, Florida, so I'm sure there's some rare exotic I've seen and can't remember right now. These are far cooler to me though.

Probably an illegal Porsche 997 Sport Classic, at a Cars and Coffee event, in Cary, NC. Or a hyperblurple-esque Lamborghini LM-002, when visiting my father on Bainbridge Island, WA. Or a Subaru GL convertible (might've been a custom job) while also in Washington. Or a SAAB 9-7X Aero, 9-4X, and 9-3X all in the same parking garage, in Downtown Durham, NC.

Back in 2006 I was working on location for The White Rapper Show on VH1, one of our guests had an amazing grey NSX. I remember I was on a the phone walking around the parking lot when I stumbled upon it, I told my girl at the time I would call her back and proceeded to take a bunch of pictures on my Treo.

Both of these were encountered at random in DFW. Pretty rare, but nowhere near as rare as the Mercedes-Benz R63 AMG I saw once but never managed to get a photo of.
However NOTHING is as rare as what I just saw today! It MUST be a one-off test car. I present the BMW C78! Which posted at the top, because of course it did

Hmm......
Locally I've found a Matra Murena and Renault Alpine GTA, both of which are probably pretty bloody rare now! I've also seen supercars on the motorway a few times before, including an Enzo. There used to be a GT40 (could've been a replica) but it must've moved away a few years ago :-(
Oh! And a Renault 4 Plein-Air. I can't find the photos of that though......

The other day I was driving in North Tampa and I saw a 4-door Skyline GTS4 ahead of me in traffic. It was such a unicorn that I grabbed my cell phone and snapped a couple of shaky, low-quality photos. I had never seen one of these on the road before.

I saw a Bugatti Veyron Super Sport parked at a casino. Granted is was the Casino de Monte-Carlo in Monaco but still, Veyron Super Sport.
I too saw an F40 unexpectedly, Berchtesgaden Germany, pouring rain, and I hear something racy start up and rev, Im expecting something like a 360 or 430 but nope, it was an F40, that owner is a hero.

Ok, so my Neighbor has a Prowler, and a first gen viper (though I haven't seen it in years), also in my neighborhood I saw a Lamborghini Countach parked while i was on a run. The same guy also had a Old Bentley, a 2CV and a old Mustang fastback.
Also I've seen two separate ford GTs in my area, one with a Gulf Livery and one that I was able to take a picture of.
I also have a post about a DeLorean that was parked in my school parking garage.
I don't know which one is the rarest, but I've a good selection of awesome automobiles.

Also, for a few short weeks, St Louis (St LOUIS!!!!) had a Lamborghini Reventon. But it wasn't really a surprise. I read about it in the newspaper.

I was on highway 78 in north Mississippi recently and got a chance to see my first Rally Fighter. Unfortunately it was going in the other direction, so I couldn't get a picture. I'm not sure exactly how rare these are, but I sure hadn't seen one before.
